Position: Project MEL Officer

 Introduction

ActionAid Rwanda (AAR) is an Associate of ActionAid International (AAI), an anti-poverty agency working with poor in Rwanda since 1997. ActionAid Rwanda’s vision for women’s economic empowerment is of a world in which women have equal access to and control over resources and opportunities, including control over their time and their income. Across all societies, this vision is far from realized due to a combination of interlinked social, economic and political factors. ActionAid believes that prevailing gender norms and power relations which justify women’s heavy workload and limited control over productive resources must be challenged if the economic participation of women is to be improved. A balance between paid work and unpaid care work (UCW) would enable women to have the time to participate equally in society and the economy. It is with the above context that ActionAid Rwanda, under FLOW II Project, seeks to recruit three (3) new staff to support the Project implementation for the two remaining years 2019-2020.

Purpose of the recruitment of new staff

To contribute to the achievement of FLOW II overall goal especially in the monitoring of budget utilization, implementation of activities and documenting and monitoring the impact of a project on a regular basis.

MAJOR REQUIREMENTS

Job location: Nyanza District

Job Purpose

  • Under direct supervision of the FLOW II Project Manager, the M&E Officer will support Field Officers in data collection, consolidation, management, and quality management; undertake M&E related activities and implements appropriate monitoring, evaluation, accountability and learning Systems for successful delivery and attainment of program goal and objectives. S/he ensures that strong M&E system is in place so that the implementation of the POWER Project interventions are of high quality and accountable to beneficiaries, partners and donors.

Key Duties and responsibilities

  • Assist the Program Team Leader to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators;
  • Ensure high-quality monitoring and evaluation of the project in line with Action Aid and Donor guidelines.
  • Consolidate monitoring reports for Rwanda according to donor requirements and ensure that quality reports are produced and submitted to the Project Accountability Team on time.
  • Prepare donor monitoring visits, external evaluations, support external audit process and serve as liaison for donor and AAR leadership team
  • Provide technical assistance to program staff on the use of M&E system; conduct rapid assessments and trend analysis of field-based activities to monitor project impact.
  • In collaboration with project officers, will coordinate and administer all project’s related data including, MIS management and data analysis.
  • Make sure the utilization of appropriate reporting templates that facilitate the acquisition of and disaggregated data to develop an effective database.
  • Participate actively in collecting data from the field for reporting to the donor.
  • Promote learning in the program, particularly on issues of program quality.
  • Regularly analyze data and produce reports on best practices and case studies
  • Ensures that necessary reporting data per interventions are lined up in advance of report deadlines and responsible persons are followed up on the schedule,
  • Coordinate, compilation, and dissemination of annual and quarterly Reports for POWER Project.
  • Review work plans and budgets and ensure that POWER activities are integrated in ongoing programmes and plans and that the M&E framework is adhered to.
  • Coordinate donor monitoring visits and Internal/external evaluations
  • Ensure compliance with contract requirements, regularly reviewing the project risk matrix and acting to resolve problems
  • Perform additional administrative duties as required.

Essential

Education/Qualifications

  • Bachelor’s degree in an area of Monitoring and Evaluation, Development studies, Statistics or related fields
  • At least 3 years’ experience of working in M&E with experience of developing M&E Framework/plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting
  • Experience in setting up and/or managing M&E systems, preferably in NGO setting
  • Knowledge and/or experience of working on accountability initiatives, such as women participation and use community Scorecard and social audit, information sharing, and complaints response mechanisms.
  • Knowledge of MS Office applications, Word, Excel, PowerPoint, and other Statistical software
  • Experience in and proven ability to support, train and mentor staff and partners in monitoring and evaluation methodology.
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
  • Strong results orientation, with the ability to challenge existing mindsets
  • Knowledge of qualitative and quantitative research methods
  • Fluency in English (both verbal and written)

Desirable

Education/Qualifications

  • Master’s degree in statistics with proven experience in data collection, processing and make a report on findings using statistical software in SPSS, MS Excel, etc
  • Ability to develop MIS and using it for data and information management and sharing
  • Experience in ActionAid funded programs is an added advantage
