Project Summary

Soma Umenye is a five-year USAID-funded activity that aims to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda. Covering all 30 districts of Rwanda and working in close collaboration with the Rwanda Education Boad (REB) and the Rwandan Ministry of Education (MINEDUC), Soma Umenye will contribute to Rwanda’s Education Sector Strategic Plan (ESSP) and the Government of Rwanda’s national development priority of ensuring that Rwandan primary-grade students acquire the fundamental competency of literacy so that they can succeed in future schooling and, later, in the modern workplace. Soma Umenye aims to achieve the following two goals.

  • To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
  • To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.

To achieve the above goals, it requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and REB.

National Reading Campaign Overview

USAID Soma Umenye, in collaboration with the Ministry of Education and development partners, plans to launch a year-long national reading campaign. The aim of the campaign is that by the end of 2020, all children in the early grades are reading to the required benchmarks is made a national priority. The campaign will use various channels to reach children, parents, teachers, local leaders and high-level officials to generate support for early grade reading. The campaign will have a variety of radio shows and public radio announcements to be broadcast on various radio stations and any other available platform. In addition, several Soma Rwanda partners will co-broadcast the campaign messaging through their existing radio programming space, both in pre-recorded or live model.

Purpose of Assignment

The radio producer will produce all needed pre-recorded radio shows and radio content. They may be also needed to moderate live radio shows. They will produce all needed public service announcements. During these duties, they must accurately reflect and represent the themes and messaging of the National Reading Campaign.

Principal Duties and Responsibilities

Script Development. The Radio Producer will create the scripts for the radio shows or public service announcements (PSAs) for the campaign, for review by USAID Soma Umenye communications team and Soma Rwanda members. The script will be created in Kinyarwanda, then translated in English for review purposes. After review with USAID Soma Umenye, the English scripts will be submitted to USAID and MINEDUC for approval. The producer will implement all the feedback given at any stage, in English and Kinyarwanda scripts, till the complete approval. The radio producer shall proceed and use the Kinyarwanda script for radio shows or public service announcements production.

The jingle, instrumental and the music identity. The radio producer will be provided the jingle, the instrumental and the music of the campaign to use in their production process.

Field recording and Interview. The radio producer will go to the field to collect needed voices, sounds and interviews as per the script developed.

Recording and editing materials. The radio producer will use their own materials for producing the show, from scriptwriting to field recording and final editing.

Produce final radio shows and/or PSAs for the campaign. The radio producer will produce the radio shows and/or PSAs from the approved scripts. Then they will work hand in hand with the USAID Soma Umenye communications team for inputs. The audio production shall be approved by USAID Soma Umenye before being considered the final product to submit for payment. They will present the final products to the USAID Soma Umenye communications team in wave and mp3 formats, using the WeTransfer and CD.

The use of radio shows and PSAs. The produced radio shows and PSAs shall become the product of Soma Rwanda and may be distributed to several radio stations as well as posted to other channels as necessary and as judged relevant by Soma Rwanda, USAID, and MINEDUC.

Deliverables:

  1. Generate scripts for talk shows and PSAs as needed.
  2. Produce pre-recorded radio shows for the campaign (1 pre-recorded show per week)
  3. Moderate live radio shows as needed (at least once a month)
  4. Produce 9 PSAs during the campaign period:
  • 1 PSA to announce the campaign launch,
  • 2 PSAs during the 1st Phase of the Campaign
  • 2 PSAs during the 2nd phase of the campaign
  • 2 PSAs during the 3rd phase of the campaign
  • 1 PSA to announce the closing ceremony
  • 1 PSA to announce the media awards

Job Qualifications

  • At least a diploma in Journalism or Mass Communication or related fields.  A bachelor’s degree is strongly preferred.
  • At least 5 years’ experience within pre-recorded radio production.
  • Demonstrated experience in PSA (advert) production – a sample of two PSAs produced to be submitted).
  • Mastering the use of audio editing professional software, preferably Adobe Audition.
  • Knowledge of Kinyarwanda and a working knowledge of English.
  • Experience in radio shows production targeting children will be an added advantage.
  • Kinyarwanda native speaker with a working knowledge of English.
  • A good level of cross-cultural interpersonal skills.
  • Ability to work under pressure and respecting deadlines.
  • Ability to receive and implement feedback.

Location of Assignment

The location of assignment Kigali, Rwanda with intermittent travel throughout the country

Supervision

The Radio Producer will report directly to the Director of Communications.

Expected Salary: Commensurate with salary history and experience.
