II. Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

IOM Rwanda’s Migration Health Assessment Center (MHAC) in Kigali is the leading provider of health assessment and travel assistance services for refugees and migrants traveling temporarily or permanently to the USA, Canada, Australia, UK, and New Zealand. Conducted by specialized and experienced personnel, MHAC assessments are based on the protocols defined by the admitting countries. IOM Rwanda´s MHD MHAC provides services to people living in Rwanda, as well as people from neighboring countries such as Uganda, Burundi and the Democratic Republic of Congo.

III. Responsibilities and Accountabilities

Under the overall supervision of the Chief of Mission and the direct supervision of the Migration Health Officer in Kigali, and close coordination and technical support with IOM Radiographer, the incumbent will be responsible for operating the x-ray and CR equipment in IOM Kigali and application of teleradiology for diagnostic purposes to ensure that refugees are medically fit to migrate in accordance with the medical/health requirements of the resettlement countries. In particular, he/she will perform the following duties

Assist health assessments by taking x-rays in Kigali and any other location that may be required in the region.

Transmit digital x-ray images from Kigali (or any other place they are taken) to radiologists identified in Nairobi, Manila and any other location for interpretation.

Transfer x-ray interpretation from the radiology to the x-ray form of each resettlement country.

Compile and submit a monthly list of digital x-ray interpretation for payment.

Authenticate the identity of the applicants undergoing radiological examination by signing on the photos or in any authentication method required by the resettlement countries.

Prepare patients/applicants for x-ray examinations by explaining the procedure, removing articles such as jewelry, through which x-rays cannot pass, positioning patients so that parts of the body can be appropriately radiographed.

Calibrate and adjust x-ray equipment in accordance with general and individually prescribed protocols.

Adhere strictly to internationally accepted standards of safety for the patients and staff while performing Radiology examinations. Observes applicants/patients and machines during procedures, and reports unusual occurrences and records the patient’s condition.

Produce and develop chest x-rays and other radiology techniques/examinations, as requested by the supervisor.

Maintain records of films taken in the unit, prepares statistical reports and analysis.

Ensure proper care in the use of equipment and supplies.

Ensure that regular maintenance work is carried out periodically and informs the supervisor in case there is a need for any extra maintenance/repair on any piece of the used equipment.

Ensure the technical correctness of the produced films, thus limiting the need for repeated examinations.

Review the developed films in order to ensure technical correctness / good penetration was used, prior to releasing the patient.

Keep all working areas in the Radiology facility clean and dry.

Maintain a standard stock level for CDs, films and other supplies, and assists the supervisor in determining the quantities for replenishment and requisition.

Clean the CR and cassettes regularly

Perform general office duties such as delivering and retrieving CDs and films, scheduling patients, typing forms, recording, and reporting.

Assist the nurses in measuring vital signs including weight and height measurements, temperature readings and other basic nursing duties that may be requested by the nurse during the observation

Perform any other duties that may be assigned from time to time.

IV. Required Qualifications and Experience

Education

Completed a Secondary School Diploma from an accredited academic institution, with four years’ experience in a similar position or

Bachelor’s degree with at least 3 years of relevant experience.

Registered to work as Radiology Technician/Radiographer with Rwanda Radiation Board.

Experience

  • At least 4 years of working experience as a Radiology Technician preferably in a busy radiology facility of an international organization and or NGO running refugee programs.
  • Knowledge of appropriate x-ray exposure times and safety parameters
  • Knowledge of photographic development techniques.
  • Ability to follow and enforce safety procedures.
  • Ability to calibrate, configure, and adjust x-ray equipment in accordance with procedures and standards,
  • Demonstrated ability to maintain accuracy and confidentiality in data and record keeping.
  • Knowledge of basic nursing practices
  • Proficient in Microsoft windows.
