About the Role:

The purpose of this role is to support the Rwanda Children’s Books Initiative in the following areas:

a) Increasing the supply and demand for children’s books in schools and communities, and

b) Ensuring that teachers, parents, and children have the skills and support to use books effectively for enjoyment and learning.

About the project:

The Reading Ready project will address the challenges of low production and use of locally made pre-primary books highlighting gender, inclusion, and STEM by incentivizing the production of at least 50 new Kinyarwanda pre-primary level supplementary book titles highlighting these themes using a Results-Based Financing (RBF) approach. The project will also address the local limitations on the use of technology to teach reading to the youngest children by digitizing these newly created Kinyarwanda books and making them available on the Global Digital Library linked to the National Early Childhood Program website. By doing this, children and their families, teachers, and librarians will be able to access a wealth of pre-primary digital books on-line as well as off-line (for those without internet) in addition to printed books.

In addition to the newly developed pre-primary book titles, a number of already existing Kinyarwanda supplementary book titles for early grades (P1-P3) age group will be translated into English. All books will have audiobook versions. The proposed program will use results-based financing (RBF) approach to:

  1. Build the capacity of the authors, illustrators, publishers and designers to create and digitize the new books and translate already existing books;
  2. Strengthen REB’s capacity to streamline approval processes for supplementary reading materials; and
  3. Work with pre-primary teachers, librarians, and children to effectively use the new books in both print and digital versions.
  4. Coordination of the Reading Ready Project with a team of three program officers, to ensure the expected results are reached within the project lifetime.

Reading Ready will test the impact of using an RBF approach to guide behaviour change in terms of book development and book use by rewarding the delivery of outputs and outcomes through a range of incentives, financial and otherwise, upon verification that agreed-upon results have been delivered. Results will inform the evidence base around the use of RBF, specifically in stimulating desired behaviour along the children’s book chain in Rwanda.

Qualifications and experience

  • University degree in education, social work or social sciences;
  • Good understanding of the education system in Rwanda, specifically pre-primary education;
  • Understanding of the Results-Based Financing framework and its system of incentives;
  • Ability to develop constructive relationships with a wide range of partners, including children, communities and local authorities;
  • Experience of facilitating trainings and community mobilization;
  • Ability to communicate effectively in Kinyarwanda and English: verbally and in writing;
  • Ability to deliver results on time;
  • Ability to adapt to new approaches and situations.
  • Experience or direct experience with children’s books use in schools and communities;
  • Proven curiosity in promote reading and children’s books;
  • Experience working with community libraries;
  • Expertise and understanding of key issues in the field of literacy, the literate environment and/or early grade reading.

CHILD SAFEGUARDING:
