Bridges to Prosperity envisions a world where poverty caused by rural isolation no longer exists. Rural isolation is a root cause of poverty, and we believe that connection is the foundation for opportunity. Incorporated in 2001, B2P builds cost-effective, scalable infrastructure that connects communities that face extreme isolation. The organization has supported or constructed bridges in 21 countries that serve more than 1.1 million people providing them with vital access to schools, clinics and hospitals, markets, jobs, and government services.

B2P is a purpose-driven organization, focused on rapidly scaling our solution globally. To support our ambitious growth strategy, we are on the hunt for a high-performing Rwanda Country Director (CD) to lead our largest program. The Rwanda CD oversees the strategy and implementation of the Rwanda country program. The CD manages a growing staff which currently stands at approximately 55 members, eight of which will report directly to the CD. The CD is responsible for establishing and sustaining relationships with key government officials, donors, and strategic partners. The CD is a strong leader who is highly collaborative across the entirety of the organization. The CD is deeply comfortable with managing a fast-paced environment while driving towards demanding targets and maintaining alignment with the overall organization.

 

Responsibilities

Program Leadership

  • Lead B2P-Rwanda by overseeing all major Divisions of the Rwanda program
  • Supervise daily Rwanda operations and prioritize high risk and important activities
  • Manage Rwandan government negotiations from national level to local level including construction contract terms
  • Encourage and ultimately own a culture of safety and quality within all field operations

 

Talent and Human Resource Management

  • Foster a B2P-Rwanda culture which supports the health and performance of a growing team
  • Communicate openly and transparently across the Rwanda team
  • Oversee the management of the Human Resource manager/department to ensure a diverse, skilled and productive workforce
  • Support the recruitment and retention of high-level positions
  • Manage and lead a culture focused on a high performing workforce

 

Partnership Management

  • Develop and enhance relationships, partnerships and networks with external organizations to maximize B2P’s impact
  • Develop a government and donor engagement strategy, with support from the global team
  • Represent B2P-Rwanda and hold relationships with senior level government, donor agencies and other organization’s counterparts
  • Explore local funding opportunities and support proposal development in partnership with the global team
  • Be the face of B2P-Rwanda and present the program to external parties including government, donors, vendors, and other strategic partners

 

Strategy

  • Design and implement business strategies, plans and procedures to ensure quality and impact are optimized while achieving aggressive growth targets
  • Lead the annual and quarterly planning process, which includes the setting of Objectives and Key Results
  • Support key evidence building activities through collaboration with the Monitoring and Evaluation department and external research teams
  • Be an active contributor and volunteer to participate in global initiatives where your experience can add value or where your program can contribute to such work
  • Work with global shared services to identify and implement options that contribute to the efficiency or impact of B2P-Rwanda’s work

 

Financial Controls

  • Direct the mobilization, management, and accounting of all financial resources in the B2P-Rwanda office
  • Create and manage realistic budgets for all program activities
  • Ensure efficient and fully compliant financial management in the allocation/budgeting, disbursement and accounting for all resources
  • Serve as authorized signatory overseeing all expense approval, regulatory compliance, and business management
  • Ensure proper use of systems in country as well as data quality and security to enable reporting and analysis

 

Qualifications

  • BA/S in Business Administration, International Affairs/Development, Public Policy/Public Administration or other relevant field. Bachelor’s degree required. Post-graduate degree preferred
  • Experience in engineering design, construction management and/or program management strongly preferred
  • Proven experience of exercising leadership functions with increasing responsibility in an international environment related to development
  • Knowledge of programming in challenging environments with good understanding and appreciation of the local context
  • Significant team management and coaching background
  • A sound understanding of international development, especially in terms of isolation-caused poverty in the context of rural infrastructure
  • Minimum of 2-3 years experience establishing and interfacing with senior government and partners
  • Proven networking and negotiation skills with governmental and non-governmental actors
  • Record of raising funds from government and/or international agencies (bilateral/multilateral) preferred
  • Knowledge of financial and human resources management with experience owning significant budgets and leading staff teams
  • Demonstrated ability to manage high stakes projects in complex environments
  • Ability to work strategically and collaboratively across departments

 

Location

The position is based in Kigali, Rwanda and requires travel to rural locations. A minimum tenure of three years is expected.
