The Expansion Lead will be responsible for growing the TUBURA core program into 5-6 new districts in 2019 and expanding to every district in Rwanda by the end of 2020, adding more than 500 sites in two years. The Expansion Lead shapes the strategy and guides execution in three essential areas of Field Operations Expansion: Designing an appropriate and efficient Expansion model for our new districts, management of two Expansion Project Specialists, and execution of all Expansion tasks, including brand building before launch, hiring leadership and Field Officers, and creating any necessary trainings, materials, or tools. The Expansion Lead will hire and then manage two Expansion Project Specialists
Specific responsibilities include, but are not limited to:
- Create an Efficient Expansion Model: The Expansion Lead will design a more efficient operating model in all new districts by creating a hybrid model in between TUBURA’s radical Sustainable District and its current Core Program Operating model. The Lead will identify effective cost-saving interventions in the Sustainable District by working closely with the Ruhango/Sustainable District team and building it into a Financial Model + Field Ops team annual budget. The Lead will also be responsible for piloting new interventions, such as Unstructured Supplementary Service Data ( USSD ) enrollment, in our expansion areas and evaluating whether they can be used at scale in core program. The Lead will be responsible for setting achievable targets and goals for the new districts, and continuously updating the model throughout the year.
- Hire + Manage 2 Direct Reports: The Expansion Lead will hire 2 Expansion Project Specialists and will be responsible for their work products and professional development after hire. The Expansion Lead is responsible for ensuring that all team members in their reporting line receive the support they need to complete their project goals, while simultaneously supporting their professional development and providing them with stretch opportunities to grow their careers at TUBURA.
- Plan + Execute Expansion Strategy in the Field: The Expansion Lead will be responsible for formulating our overall Expansion strategy and then executing all aspects with the two Expansion Project Specialists, including:
- Create Project Management tools + expansion calendar: Create the expansion calendar for the organization, and ensure that all teams are on track to achieve our goals.
- Understand best practices: The Lead will work closely with the Team Lead to understand best practices in Field Operation hiring, the National Field Director and the Director of Field Operations to learn best practices in Expansion in Rwanda, and the Program Design Expansion Manager in Kenya to understand best practices in Kenya expansion strategy and execution.
- Build the brand: The Lead is responsible for planning and executing our brand building and marketing activities in the Expansion areas (examples: radio marketing, SMS campaign, building painting, roadshows, free vegetable seed distribution/goodwill gifts, etc).
- Select Field Leadership: The Expansion Lead will create a process for selecting quality Field Managers, Assistant Field Directors, and Field Directors to lead our new districts. The Lead will also create a Field Leader apprenticeship program whereby new Assistant Field Directors will be paired with strong-performing Field Directors in our current districts of operation and will fuel our growth in new districts in the years to come.
- Hire Field Officers: The Expansion Lead will work closely with the Team Lead and the National Field Director to hire new Field Officers in our expansion areas.
- Train the Team: Once the new field team has been hired, the Expansion Lead will design an on boarding process, both for Field Officers and for field leaders, that will adequate train them for their new responsibilities.
- Materials Support: The Expansion Lead will create all expansion related training, tools, and materials for Field Officers to execute key strategies in the field.
- Contingency plan: Create contingency plans and be ready to enact the plans if our scale goals look like they may not be achievable with current Key Performance Indicators.
- Conduct Post-Expansion Evaluation: The Lead will be responsible for closely evaluating the key successes and challenges in Expansion districts and creating pivots for future seasons. The Lead will be expected to create a clear, actionable post-mortem that clearly highlights program and process changes for the next season based on learning.
- Post-Launch support to new leaders + districts: For up to the first year after launch, the Expansion Lead will work closely with field leaders in new districts to provide necessary support, including mentor ship, training, materials support, and performance management. After 1-2 seasons, the performance management and support of the Expansion districts will be transferred to Execution Team and Regional Leads.
- Communication + Coordination Work: The Expansion Lead is the official liaison to other departments and key stakeholders on expansion work. Ensure the expansion team is collaborating effectively with individuals, teams and divisions outside of the department and set-up appropriate systems of communication to keep everyone moving together, particularly through the Expansion Working group. Avenues for communication include:
- Field Operations Team Meetings: The Lead will lead brainstorm or feedback sessions at the monthly team meetings as needed.
- Bi-Weekly Leadership Sync: The Lead will be expected to participate in a bi-weekly call of Field Operations Associates to align on current priorities and decisions.
- Operations Expansion (OpsEx) Group: The Lead will have regular syncs with the Team Lead, the National Field Director, and the Director of Field Operations to execute the Expansion strategy and get feedback.
- Expansion Working Group Lead: For 6-8 months per year, the Expansion Lead will serve as the whip of the Expansion Working Group, which includes stakeholders from Government Relations, Innovations, Financial Advisory Services, and Systems (People Division/Infrastructure may attend as necessary).
- Senior Country Leadership: The Lead will regularly update Senior Country Leadership (the Division Leads Group) at monthly meetings on expansion progress and key challenges.
- Field Operations Monthly Overview: The Expansion Lead will prepare and present a 5-slide presentation at the monthly Field Operations Monthly Overview 6-8 months of the year to inform the wider TUBURA team about Expansion activities.
- Additional Responsibilities: The nature of this role requires a great amount of flexibility, and the Expansion Lead should be willing to lend support to other members of the Field Operations Leadership team as necessary throughout the year, particularly during slower prep months, including but not limited to Materials, Repayment, Distribution, Client Protection support, and data analyses using R or STATA. This will be at the discretion of the Field Operations Director and/or Financial Advisory Services Lead.
What success looks like in this role: The Expansion will be successful if the TUBURA core program can meet its growth targets for the next two years (full country expansion, adding approximately 500 sites) while increasing Social Return On Investment ( SROI) of new expansion areas through reduced operating costs and achieving core program targets in repayment, enrollment, impact, and customer service, ultimately bringing the program closer to realizing its 2030 Vision of seeing visible impact in every Rwandan farmer’s home.

We are seeking a skilled leader with 3-5+ years of experience who will expand our core operations to national scale over the next two years, doubling our current program size in Rwanda. Candidates who fit the following criteria are strongly encouraged to apply
- Strong work experiences. Examples include a demanding professional work experience, or successful entrepreneurial experience, e.g. starting a field program in a developing country, leading a conference, starting a business, solid Volunteer Service Organization accomplishments (VSO, Peace Corps, JICA, etc).
- People management experience: The ideal candidate should have demonstrated experience managing at least one direct report and growing a team.
- Significant project management experience, taking a process from setting goals and objectives to achieving results.
- Excellent written and verbal communication
- Excel skills, Google Applications, and Microsoft Office suite required.
- Strong educational background; a bachelor’s degree is required.
- Demonstrated leadership experience at work, or outside of work, enthusiasm for learning, and openness to feedback.
- Ability to build teams and collaborate with colleagues from diverse backgrounds.
- Language: English is required; Kinyarwanda is strongly preferred.
