Job Title: Safety & Security Assistant
Reports to: Safety & Security Manager
Location: Butaro, Rwanda

 Position Overview

The Safety and Security Assistant works under the direction of the Safety & Security Manager, to help oversee a comprehensive safety and security program for UGHE. This program will have four areas of responsibility: Health, Security, Safety, and Incident/Emergency Response. Covering nights and weekends, this position will assist in the implementation of systems, policies and procedures.

Responsibilities
  • Assist the Safety & Security Manager to oversee Butaro Campus Health, Safety & Security policies and procedures
  • Cover Safety & Security on campus during night shift and weekends, immediately contacting the Safety & Security Manager as soon as any issue arises
  • In coordination with those involved, assist in the completion of Incident Report Forms for all incidents occurring on duty
  • Help to collect and disseminate safety and security alert information from multiple sources in order to communicate to the UGHE community, including phone trees and email.
  • Assist in the development of safety and security policies, safety/security guidelines and other documentation/planning.
  • Assist in the establishment and documentation processes and procedures for emergency and disaster response
  • Monitor local risk context for developments or potential threats
  • Conduct safety briefings and site security orientations for visitors to UGHE
  • Ensure UGHE has appropriate info on all travelers—emergency contact, etc.
  • Take active coordination role during emergencies and drills
  • Assist the Incident Response Manager during any major incident or emergency
  • Liaise with contracted security firm on a daily basis ensuring all duties are covered
  • Assist the facilities team in overseeing key management and building access on campus
Other Duties as Assigned (10%)
Qualifications
  • At least three (3) or more years in the field of safety & security in a University or other institution and/or nonprofit setting;
  • EMT or clinical training preferred;
  • Ability to adapt to various cultures; tactful, mature, and flexible;
  • Excellent interpersonal, communication, facilitation and presentation skills;
  • English and Kinyarwanda proficiency required; French knowledge optional;
  • Being from or residing in Burera District also considered an added advantage;
  • After hours on-call availability to respond to emergency situations as they arise; and
  • Commitment to social justice and health care equity.
