Funded by the US Agency for International Development (USAID), the Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program provides pharmaceutical system strengthening assistance for sustained improvements in health system performance and to advance USAID’s goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combatting infectious disease threats, as well as expanding essential health coverage.  The goal of the global, five-year (2018–2023) program is to enable low- and middle-income countries to strengthen their pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential medicines and medicine-related pharmaceutical services.

 

MTaPS Rwanda Senior Technical Advisor for Pharmaceutical Services

Overview

The Senior Technical Advisor for Pharmaceutical Services is responsible to lead and manage Pharmaceutical system and services strengthening activities under the Medicines, Technologies and Pharmaceutical Services (MTaPS), Rwanda. S/He provides technical assistance to Pharmacy Department (PD), Rwanda Food and Drug Authority (FDA), Rwanda Pharmacy Council, Hospital Pharmacy services, TB and HIV programs, other relevant departments and institutions at central, regional and peripheral levels of Ministry of Health (MOH), Rwanda. S/he provides guidance to technical advisors and ensures the rollout of all activities designed and budgeted in annual work plan with quality and expected outcomes. Work closely with monitoring, evaluation and communication team to design results framework, monitor and evaluate performance; and disseminate results. As a senior management team member, assist country project director in strategic planning, risk mitigation, performance management, and coordination.

Specific Responsibilities

Technical Support (30%)

  • Provide technical support to management and country team in the conceptualization and implementation of pharmaceutical management activities at the country, regional and peripheral levels.
  • Lead and participate in activities aimed at Pharmaceutical management system strengthening, assessments, options analysis, operations research, and strategic planning ensuring that findings, recommendations and plans are all consistent with USAID objectives and host government priorities.
  • Provide technical support to Technical Advisors in the implementation of planned activities and in the review of project deliverables ensuring quality of products.
  • Participate and represent MSH and project in meetings with the Ministry of Health(MOH), Pharmacy Department, other government agencies and institutions, USAID, Global Fund, national and international partners and collaborators.

Coordination (20%)

  • Coordinate with Pharmacy Department, Hospital Pharmacy department  and partners in the development and implementation of the pharmaceutical management system ;
  • Coordinate with other project activities ensuring harmonization and collaboration with other aspects of the program in the country.

Capacity Building (20%)

  • Participate in human resource capacity assessments in the pharmaceutical sector and collaborate internally and externally to develop country-specific capacity building material, strategies and roll out plans.
  • Assist MOH  and National Programs to design and review, policies, standards, guidelines, procedures, and other relevant materials,
  • Participate in the planning and delivery of Pharmaceutical system strengthening programs aimed at building the capacity of MOH, national programs, drug regulatory authority, other pharmaceutical cadres and training institutions.
  • Collaborate with stakeholders for the development, deployment, and implementation of appropriate tools necessary to improve pharmaceutical management information systems and their appropriate use for decision making.

Monitoring & Evaluation (20%)

  • In coordination with the M&E team, support project for the establishment of mechanisms for collecting relevant data to their established indicators. Also, participate in program review activities and provide adequate recommendations.
  • Support Technical Advisors and other project staff in the adequate documentation and dissemination of program results and lessons learned including the development and submission of abstracts and articles to scientific journals and conferences.

Performance Management (10%)

  • Supervise assigned Technical Advisors ensuring the adequacy of their performance and their continuous professional development.

Qualifications and Experience

Education:

Required:

  • Master’s Degree in pharmacy or any other relevant discipline with hands-on experience in public health programs especially related to HIV/AIDS, Tuberculosis and other infectious and non-infectious diseases.

Experience:

Required:

  • 7+ years’ of relevant experience in areas of pharmaceuticals and health technologies supply chain management, pharmacovigilance, regulatory systems, systems strengthening related projects, preferably with international donors such as USAID, Global Fund, UN and World Bank.

Preferred:

  • Experience in providing patient services at the clinical level desirable.

Knowledge and Skills:

  • Demonstrated managerial and supervisory skills.
  • Fluent (written and oral) in English and French.
  • Strong computer skills; Excel, MS Word, MS Project, PowerPoint.
  • Skilled in Pharmaceutical management and Pharmacovigilance in the public and private sectors.

Competencies:

  • Ability to work independently and in team
  • Good judgment for decision making.
  • Strong interpersonal and communication skills; ability in consensus building and constructively leading a team.

Physical Demands:

  • Travel requirements 30% at national and international levels.
