Job Description

• Identify priority investment sectors based on the national priorities and strategies as well as on competitive analysis;
• Analyse market competitiveness across potential sectors along dimensions of starting point and starting advantage, accessible demand & attractiveness in terms of contribution to investment strategy targets;
• Extract insights regarding industry trends, developmental requirements by industry, gaps in existing industries, regional development needs etc;
• Propose key recommendations on the RDB investment and export strategy;
• Support determination of export/investment targets and calculate sub
– departmental targets.
• Any other duties as assigned by the hierarchical supervisor

Job Profile

Minimum Qualifications

•Master’s Degree in any of these fields: Business Administration, Management, Economics, Development Studies, Public Policy, Finance, Strategic Management with 3 years of relevant working experience;

•Bachelor’s Degree in any of these fields: Business Administration, Management, Economics, Finance, Development Studies, Public Policy, Strategic Management with 5 years relevant working experience.

Key competencies required

•Proven track record in government sector prioritization or competitive analysis work;
•Deep expertize in analysing sectors and providing resulting recommendations;
•Extensive experience in analysing sectors/ markets/competitiveness at national and sector level;
•Strong background in preparing and documenting strategic plans at national level or equivalent;
•Core training in quantitative analysis, in particular, sector analysis;
•Strong skills in making reasonable estimates in judgement where data is lacking;
•Creative and analytical skills with ability to work around limited access to data- make sound assumptions and design creative solutions;
•Ability to take decisions or make recommendations on priorities based on analysis;
•Strong verbal and written communication with ability to capture findings in clear and concise documentation and presentations;
•Strong command of written and spoken English;
•Proficiency in French and Kinyarwanda is a plus;
