7. Context: Through the Government of the Republic of Rwanda, Water and Sanitation
Corporation (WASAC) has received funds from the African Development Bank (AfDB), to
finance the Rwanda Sustainable Water Supply and Sanitation Program (RSWSSP). Part of
these funds is intended to cover eligible payments for the recruitment of Water Treatment
Process Specialist to provide technical assistance in the program implementation and
capacity building to WASAC staff.

8. The Assignment: The objective of the consultancy services is to provide technical assistance to the client for the preparation, design and implementation of treatment plants projects under the program. The consultant will ensure that all projects related activities are carried out in accordance with the standards and best industry practice, while at all  time ensuring quality, cost effectiveness and timely completion. He/she will mentor and build the capacity of WASAC staff in developing and improving technical knowledge and understanding in treatment process of water and related infrastructure design and construction. To assist the client with review and approval of proposed process designs. To assess the condition of existing treatment process and propose optimization measures. To assist the client with preparation of regular status reports for the program and other reports that may be required, as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to program
implementation.

9. The assignment will be implemented by the Water and Sanitation Corporation (WASAC) as the Executing Agency. The assignment will be for a fixed period of Twelve (12) months with possibility of extension subject to satisfactory performance of the consultant. 10. WASAC now invites interested candidates (Individual Consultants) to apply and indicate interest in providing these services. Interested Individual Consultant must provide information indicating that he/ she is qualified and has relevant experience to perform the services (detailed CVs, academic and professional qualifications, relevant copies of academic degrees and other certificates, description of experience in similar assignments, etc.).

11. Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. The Individual Consultant will be selected on the basis of his/ her
relevant experience, qualifications, and capability to carry out the assignment. Please note
that interest expressed by an Individual Consultant does not imply any obligation on the
part of the Water and Sanitation Corporation to include him/ her on the shortlist.

12. Qualification:

 MSc. in Chemical, Water, Mechanical or Civil Engineering. Having Chartered / PE
status or equivalent is desirable.

 At least twelve (12) years of relevant experience in water projects in technical
professional activities, and at least four (4) years of these working as a Water
Treatment Process Specialist or equivalent.

 Experience within a Water and/or Sanitation Engineering Design and Construction
environment. Civil engineering experience in delivering water/sanitation network
infrastructure projects in cities is desirable.

 Experience of working with design consultants, and design and build contractors to
deliver the implementation of engineering solutions.

 Experience of leading the delivery of designs for water/sanitation network
infrastructure.

13. Remuneration: The consultant will be remunerated on monthly basis through a lump sum (including fees, accommodation and subsistence allowances). The remuneration amount will be negotiated. The candidate will be responsible for obtaining personal health insurance at his/her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.
