The 2016 Quadrennial Comprehensive Policy Review (QCPR) provides a new global framework to guide effective operationalization of UN presence at the country level. The QCPR emphasis on strengthening the linkages between development, humanitarian and peace, national ownership and leadership by building on existing efforts, using the United Nations Development Assistance Framework (in Rwanda UN Nations Assistance Plan) 2018 to 2013.

The Government of Rwanda in 2017 developed a new national vision 2050, and is in the process of finalizing the National Strategy for Transformation (NST1) with focus on three pillars a) Economic Transformation b) Social Transformation and c) Transformational Governance. In parallel the One UN Rwanda is developing the next UNDAP from 2018 to 2023 to articulate One UN’s strategic and operation support to the NST 1 and national priorities.

The role of the One UN in Rwanda is becoming increasingly important, and the One UN and its Partners consider the United Nations Country Team to be a key strategic partner and playing a vital role in supporting Rwanda’s Vision 2050 and NST1. A critical part of UN’s role in Rwanda is demonstrating clearly through effective communication of development results and impact, the value added of One UN presence in Rwanda.

“Communicating as One” is important for supporting coherent messaging and advocacy on normative and operational matters for a consistent and teamed-up strategic dialogue with the host countries. With the 2030 Agenda, it has become even more significant as it requires integrated modes of communications and outreach to build political will and encourage popular ownership of the transformative new agenda. It is a key pillar of the present UNDAP and will play a critical role in the implementation of the new UNDAP 2018-2023.

The Rwanda UNCT is therefore seeking to recruit a Communication Intern to help advance UN coherence efforts to improve the impact of the UN’s activities. Under the direct supervision of the Head of RCO and under the guidance of the UNCG Chair and the RC, the incumbent will support the following tasks:

Duties and responsibilities

Communication and advocacy

  • Support in the design of products/tools for external communication on UNDAP Result Areas and Delivering as One coordination mechanism;
  • Assist in the identification of key advocacy messages and development of an information kit and/or joint calendar of advocacy events or special occasions;
  • Support the development of fundraising concept notes for Communications as well as advocate for increased Communications funding in joint UN proposals
  • Collaborating with the UNCG to ensure effective advocacy of joint UN activities and public events.
  • Coordinating and enhancing media liaisons with national and international media in ensuring accurate coverage of UNCT activities
  • Ensure One UN visibility in the organisation of various UN agencies Commemorative days.
  • Strengthening partnerships with key external stakeholders and ensuring coherence in the messages going out from the UN System.

Required skills and experience


Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:

  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
  • Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
  • Have graduated with a university degree in journalism, communication, public relations, development studies or any related field. If selected, must start the internship within one-year of graduation.


  • Familiarity with the UN system, and/or other international organizations, multi-lateral and other academic and international institutions;
  • Interest and good knowledge of the Africa region, including the Horn of Africa and the Great Lakes Region would be an advantage;
  • Experience with web-based applications and websites, Microsoft Office tools (Word, Excel, Powerpoint, Outlook) is required.


  • Fluency in English (written and spoken) is required. Knowledge in another UN official language an asset in particular French

Conditions of the Internship:

  • UNDP internship programme does not provide a salary or remuneration for the internship;
  • All the expenses connected with the internship will be borne by the intern, sponsoring Government or institution;
  • UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship;
  • The intern is responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed;
  • Interns are not eligible to apply for, or be appointed to, any post in UNDP during the period of the internship;
  • Interns are not staff members and may not represent UNDP in any official capacity;
  • The purpose of the Internship Programme is not to lead to further employment with UNDP but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
