Offerors responding to this RFP must include the following as part of the proposal submission:

·       Disclose any close, familial, or financial relationships with SNV or project staff. For example, if an offeror’s cousin is employed by the project, the offeror must state this.

·       Disclose any family or financial relationship with other offerors submitting proposals. For example, if the offeror’s father owns a company that is submitting another proposal, the offeror must state this.

·       Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition.

·       Certify that all information in the proposal and all supporting documentation are authentic and accurate.

·       Certify understanding and agreement to SNV’ prohibitions against fraud, bribery and kickbacks.

 

Section 1: Instructions to Applicants

SNV is an international not-for-profit development organization working in over 38 developing countries for more than 50 years.  Our global team of local and international advisors work with local partners to equip communities, businesses and organizations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.

 

Context

In full alignment with the draft 2018 Biomass Energy Strategy (BEST) of the government of Rwanda; SNV and GIZ will partner together to start a new project in the renewable energy sector. SNV will be promoting improved cooking stoves (ICS) at various tier levels in order for there to be wide consumer choice based on which improved cooking stoves is right for the consumer.  The overall objective of this programme will be to improve access to and sustained use of clean and efficient cooking solutions for poor households through market led production and distribution of improved cook stoves. This will be done through interventions aimed at creating demand, strengthening supply, and creating an enabling environment while at the same time acknowledging the importance of access to finance.

Job Description

Section 2: The assignment and the scope of work

SNV Rwanda wishes to recruit a local capacity builder (LCB)/Service provider in the areas of improved cooking stoves technical development and ICS cooperatives support.

Main task of the LCB:

 

  • Development and roll-out of promotion and marketing campaigns
  • Support stove production cooperatives and enterprises on business development
  • Develop cooperative management manuals for cooperatives and ensure their formal registration
  • Develop tailor made business  trainings for ICS manufacturers/Producers
  • Support business plans development for the private sector
  • Develop partnership with finance institutions/SACCOs in order to ensure access to finance to actors across the sector
  • Link producers and retailers (Existing/New) and establish distribution networks.
  • facilitate Private companies to showcase their ICS products into exhibitions and other events
  • Convening on concrete goals and public engagement in measures to achieve the ICS District Development targets;
  • Pro-actively create/Negotiate bulk business opportunities for ICS cooperatives, including through innovative  partnerships development
  • Connect to Tier 3 and above stoves suppliers towards joining efforts for market development

 

The LCBs will be required to train the cooperatives, provide them with hands on skills and mentor them towards developing a viable market. Among others, the LCB will:

Direct support to central and local authorities to lead the development of a suitable enabling environment able to sustain the growth nurture the ICS market

Qualifications

Section 3: Key qualifications:

·       Legal legitimacy (registration) and qualifications of staff (Including CVs)

·       Cooperative management  Skills Expertise

·       Access to finance and related product development

·       Proven experience on ICS market development

·       Knowledge of the local context, language and renewable energy in Rwanda

·       Proven ties with ICS market actors

·       Working Experience with SNV is an added advantage

Additional Information

Section 4:  Duration of task completion

The assignments will take place between October 2019 and March 2021. (As per project  demand)

Section 5: Application guidelines and selection criteria

If your company is interested in this call, please submit a clear EOI describing the company experience and capabilities, proposed fees per day and an illustration of relevant similar assignment undertaken in the past years.

The overall submission should be no more than three (15) pages On the basis of submitted EOIs, we will invite selected companies for the next phases.

Section 6: Coordination and supervision

The consultant will perform his/her duty in close collaboration with the ENDEV III ICS Project Manager.

SNV is not liable for any cost incurred during the preparation, submission, or negotiation of the contract. All submitted documentation and/or materials shall become and remain the property of SNV.

Section 12: Proposals notification of intent to enter into a contract

SNV shall inform ONLY successful applicant(s). The process of negotiating and signing a contract with the successful applicant(s) will follow.

Please note that the release of this RFP does not necessitate that an applicant be awarded.

SNV reserves the right to:

·       Conduct negotiations with and/or request clarifications from any offeror prior to award.

·       Cancel this RFP at any time.

Section 13:  Duration of the assignment

The period of assignment will be from October 2019 to March 2021, however depending on project demand.
