Title:                    Web Developer

Project:                USAID Soma Umenye (Rwanda)

USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, USAID Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.

Project Goals

USAID Soma Umenye aims to achieve the following two goals:

  • To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
  • To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.

To achieve the above goals requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and the Rwanda Education Board (REB).

Principal Duties and Responsibilities

  • The principal duty of the position is to design and develop the REI website application based upon technical parameters provided by the Web Architect
  • The primary job functions include:
    1. 30%: Employ development software tools in the creation and maintenance of local and web-based application software and informational web sites, as well as such applications necessary for support of those systems. This currently requires familiarity with Microsoft .NET technologies including ASP.NET/MVC, JQuery, JSON, XML, RESTful WEB API Services, mobile responsive design techniques.
    2. 30%: Analyze and maintain existing complex software systems to determine performance enhancements, address bottlenecks, remove application bugs, and improve efficiency.
    3. 25%: Apply principles and practices from management or management information systems theory to the development of software systems, including but not limited to the selection of appropriate techniques for the display of data, understanding the relationship between data and the underlying outcome measures the data is meant to illustrate, etc..
    4. 15%: Maintain effective interpersonal relations and communications in a team workplace environment; providing status reports as needed.

Job Qualifications

  • Position requires a bachelor’s degree in Computer Science, OMIS or related field plus two years of related experience in the development of information reporting applications and/or web sites.
  • Programming expertise, including:
    • Solid understanding of object-oriented programming (OOP)
    • Hands-on knowledge of Microsoft .NET Technologies, C#; ASP.NET/MVC, HTML, Ajax, JQuery, JSON, JavaScript, XML/XSLT, CSS, NET 3.5/4.0/4.5/4.6
    • WPF, Windows Forms or similar interface design tools, Entity Framework
    • RESTful Web API Service, and object-oriented language fundamentals
    • Mobile responsive design, UI/UX Design/Front-End designer/developer
  • Demonstrated expertise in managerial uses and visualization of organizational data, with preference for experience with education-related data.
  • Experience with relational databases (preferably in Microsoft SQL server) and optimizing database structures for performance, development of stored procedures and other structural interfaces between database systems and stand-alone or web applications.
  • Ability to adapt quickly to project requirements for different stakeholders and to shift focus to serve changing project goals and demanding deadlines.
  • Demonstrated exemplary diplomatic, oral and written communication, and interpersonal skills
  • Written and spoken proficiency in English

Location of Assignment: The location of assignment Kigali, Rwanda with intermittent travel throughout the country.

Duration of Assignment: Long-term

Supervision: The Web Developer will report directly to Senior Database Specialist USAID Soma Umenye chief of party or his designee.

Expected Salary: Commensurate with salary history and experience.
